There are several tuition fee exemption schemes and scholarship opportunities
Tokyo City University has established a tuition reduction and exemption for undergraduate and graduate students to support international students.

In addition to the above, over 20 foundations and the Japanese Government offer international students scholarships. Most scholarships are not need-based but merit-based. That means the better your grades are and the more you take part in extracurricular activities, the more you will be eligible.
If you hope to be a student of a Japanese university with public and private foundations scholarship(KOKUHI RYUGAKUSEI), first you are required to pass a preliminary evaluation by the foreign governments concerned.
The Japanese Embassy basically conducts a preliminary evaluation of candidates through a written examination, an interview and a review of submitted documents. A written examination will be given in Japanese and English. Every applicant must take the examination in Japanese, while the examination in English is optional.
