在学生・新入生の皆さんへ
今回のコロナ禍に対する東京都市大学(以下、本学)の運営や対応について、学生の皆さんから様々な質問と要望をいただきました。
内容は、ほぼ以下の4つに集約できます。
1.遠隔授業のための環境整備に対する経済支援
2.遠隔授業の実施に伴う施設・設備費の支出内訳の変更
3.キャンパスなどの施設・設備を使用しないことにより生じる経費減分の返還
4.授業時間が14週100分から12週110分と減ること
以下に、学長としての考えを記します。
1.遠隔授業のための環境整備に対する経済支援
学校法人五島育英会並びに本学として、学部生、大学院生に対して「一律5万円の給付」を行います。これは、遠隔授業を受けるための環境整備、教室、研究室、図書館などが使えないことから生ずる様々な影響に対し、皆さんの学びを支援するためのものです。
遠隔授業にはPCが必要となります。PCについては学部や学科によっては入学時の購入を勧めています。また、本学のほとんどの学生は、学年の進行に伴って、自分に合ったPCを購入しています。そのような中で今回の遠隔授業にどのように対応するかについて検討しました。
皆さんに向けて複数回の調査をした結果、10%程度の学生についてPCや通信環境が不十分あるいは不安を感じていることが判明しました。すでに自分のPCを持っている学生はそれを使用していただく、所有していない学生に対してはこれを機に購入することを勧めることとしました。
また、調査からは、経済的な理由でPCを購入できない、あるいは新規に購入しようとしても、マーケットに在庫がなく購入できない、などの状況もわかりました。そのため、必要な数のPCを本学で用意し、貸与することを決めました。これについては、すでに希望した皆さんの手元に届いていると思います。また、PCを所有している場合でも、例えばヘッドセットが欲しい、ガイド本が欲しい、通信費がかかるなど、今までは必要としなかった支出が想定されます。それらについては今回給付したものの中で賄ってください。
今回の本学から貸与するPCは、卒業生の組織である校友会からの寄付金で購入させていただきました。このPCを1年間活用いただき、返却してください。今後PCが必要な新入生などに貸与し、先輩たちの気持ちを後輩に引き継いでいただきたいと思います。
2.遠隔授業の実施に伴う施設・設備費の支出内訳の変更
まず、施設・設備費に関して説明します。大学によっては授業料とともに、施設・設備費を徴収していますが、本学では、教育研究に必要な経費を一括して授業料として納めていただいています。すなわち、授業料の中に施設・設備費が含まれています。しかし、それは皆さんが施設を使用することに対する直接的な対価として設定されているものではなく、必要な施設の取得や維持などのすべてを含むものです。
遠隔授業に用いる各種サービスの費用を施設・設備費から支出しているのではないか、との質問もいただいています。確かに遠隔授業に各種サービスを使用する場合は、ライセンス料などの費用が発生しますが、上記の回答からご理解いただけるとおり、これは施設・設備費から支出することにはなりません。
遠隔授業にかかる費用を含めて、今回のコロナ禍に対応するために様々な支出が生じています。そのような予期しない支出に対しては毎年、予備費を計上しておりますので、状況によってはそこから支出することになります。
3.キャンパスなどの施設・設備を使用しないことにより生じる経費減分の返還
皆さんがキャンパスなどを使用しなくても、施設・設備の維持管理のための費用などが必要です。一般的に水道・光熱費については、使わないとその分安くなりますが、本学での水道・光熱費は全体の費用の3%程度です。しかも大学のような大規模な事業所については、基本料金の占める割合が大きく、使用する量による料金の変動幅は概ね小さく、そこから発生する金額はわずかです。
大学としては、施設・設備をはじめ教育環境について現時点だけでなく、将来も視野に入れて永続的発展を考えることも重要です。現在進めているキャンパス整備などがそれにあたります。したがって、施設・設備費は、皆さんが使うか使わないかに関係しない、固定費的な性格が強いものと言えます。
4.授業時間が14週100分から12週110分と減ること
授業時間が14週100分から12週110分になり、全体の授業時間が80分ほど減少します。これは大変重要な指摘です。私たちもいろいろな視点から検討しました。約7週間遅れての授業開始ですので、そのままカレンダーを後ろにシフトするといった判断もあります。しかし夏休みにはインターンシップや課外活動の合宿など、様々な重要イベントが予定されています。また、後期試験の後には入学試験が続いています。このような年間を通しての学事カレンダーから、このような形で短縮することにしました。
もちろん一コマの長さを120分にすることも考えました。しかし、遠隔授業は対面授業に比べて、授業をする方も受ける方も負担が大きくなります。一コマ110分の授業は昨年の水害後の措置として経験をしています。
一コマ110分の遠隔授業をどのように構成するかについて、各教員がいろいろと研究しています。しかし、初めてのことが多いので、授業を進めながら改善していくような事態も生じると思います。まさに皆さんとのコラボが必要となります。
皆さんには、この授業時間の中で、従来と同等な学修効果をあげられるように努力することをお願いいたします。それには皆さんの能動的な学びの姿勢が必要条件です。教科書や資料の予習とそれに対する反転授業セッションや、授業後の宿題や復習などにしっかりと取り組んでいただくことで、対面授業と同等あるいはそれ以上の学修効果をあげることが可能と考えます。遠隔授業は録画されているものもありますから、何度でも見返すことができます。チャット機能を使えば教員と直接つながり、気楽に質問することができます。ぜひ、教員と学生とが協力して、遠隔授業のプラス面を引き出して学修効果を高めてください。
なお、文部科学省からは、授業時間については柔軟な対応をするようにとの通知が出されています。皆さんから総授業時間が減ることを危惧する指摘があったことを全教員に伝えるとともに、従来と同等の教育効果を維持できるような授業を展開できるよう改めて要請いたします。
本学としては、コロナ禍が皆さんの学びにマイナスにならないように、また、今回の経験が本学の将来にもプラスになるように最大限の努力をしてまいります。
いただいた質問・要望の中には「学生からも大学を助けていく行動をとりたい」といった記述もあります。大変嬉しいことです。TCU-vRSAの活動についても私のところまで聞こえています。素晴らしいピアサポート体制と思います。学生の皆さんと一緒に知恵を絞り、力を合わせて、この難局を乗り切りたいと思います。
私が学長に就任して以来、各キャンパスの学生の皆さんと努めてコミュニケーションを図ってきました。残念ながら今はコロナ禍のために学生の皆さんと直接お話をする機会が持てない状況ですが、できるだけ早く再開したいと考えています。

[Message to Students] Message from the President (5/21)
To current students and new students
We have received various questions and requests from students regarding the management and response of Tokyo City University (hereinafter referred to as "the university") to the novel coronavirus pandemic
The requests roughly fall into the following four categories:
1. Financial support to establish a distance learning environment
2. Changes in the breakdown of expenditures for facilities and equipment given the implementation of distance learning.
3. Reimbursement of reduced expenses resulting from not using facilities and equipment such as the campus
4. Explanation of the reduction of class time from 100 minutes per class for 14 weeks to 110 minutes for 12 weeks
The following are my thoughts as president of TCU.
1. Financial support to establish a distance learning environment
Gotoh Educational Corporation and TCU will provide 50,000 yen to all undergraduate and graduate students. The purpose of this program is to support your learning online while you are unable to access the campus, classrooms, laboratories, libraries, etc.
A computer is required for distance learning, and some departments recommend that you purchase a computer at the time of admission. In addition, most of our students purchase a computer that is suitable for them as they progress through their study. In this context, we considered how to respond.
As a result of multiple surveys, it was found that about 10% of the students were concerned about the inadequacy of their computer and communication technology. Students who already have their own computer are encouraged to use it, while those who don't have one are encouraged to purchase one.
The survey also found that some people were unable to purchase a computer for financial reasons, or were unable to purchase one because they were out of stock. For this reason, we decided to provide the necessary number of computers and lend them to students in need. I'm sure these computers are already in the hands of the students who have requested one. Also, even if you own a computer, you are likely to incur expenses that you didn't have before, such as headset, manuals or increased spending on communication. Please pay for this using the benefits provided by the university.
The computers prepared by the university were purchased with a donation from the Alumni Association. Please use this computer for one year and return it to us. In the future, we would like to lend the computers to new students who need them, so that they can pass from senior to junior.
2. Changes in the breakdown of expenditures for facilities and equipment given the implementation of distance learning.
First, let's talk about facilities and equipment costs. Some universities charge facilities and equipment fees in addition to tuition, but at TCU, students pay tuition as a lump sum for the expenses necessary for education and research. In other words, facilities and equipment costs are included in the tuition fee. However, there is no determined charge for your use of the facilities, which includes everything from acquiring and maintaining the necessary facilities.
We have also received questions about whether the cost of the various services used for distance learning is being paid for from the facilities and equipment costs. Certainly, when various services are used for distance learning, there are licensing fees and other expenses, but as you can see from the answer above, this is not an expenditure out of facilities and equipment costs.
Various costs have been incurred in response to the coronavirus pandemic, including the cost of distance learning. We have an annual reserve for such unanticipated expenditures, and depending on the circumstances, we may have to make expenditures from there.
3. Reimbursement of reduced expenses resulting from not using facilities and equipment such as the campus
Even if you don't use the campus you still need to pay for the maintenance of the facilities and equipment, etc. In general, water and utility bills are cheaper when not used, but the cost of water and utilities at the University is about 3% of the total operating cost. In addition, for large establishments such as universities, the base fee is high, and the fluctuation of the fee depending on the amount used is generally small, resulting in only a small cost saving.
As a university, it is important to consider the educational environment, including facilities and equipment, not only at the present time, but also in the future for its ongoing development. This includes the campus development that is currently underway. Therefore, it can be said that facilities and equipment costs are not related to whether you use them or not, and have a strong fixed nature.
4. Explanation of the reduction of class time from 100 minutes per class for 14 weeks to 110 minutes for 12 weeks
Class time will go from 100 minutes for 14 weeks to 110 minutes for 12 weeks, reducing the overall class time by about 80 minutes. This is a very important point to make. We looked at it from a variety of perspectives. Since classes will start about seven weeks later, you may think that the calendar can just be shifted by seven weeks. However, a variety of important events are scheduled during summer vacation, such as internships and extracurricular camps. In addition, the second semester examinations are followed by the entrance examinations. We arrived at our decision out of consideration for these other events.
Of course, I also considered making one class 120 minutes in length. However, compared to face-to-face classes, distance learning is more burdensome for both the person teaching and the person taking the class. We have experience with 110 minute classes during last year’s flood recovery,
Each faculty member is doing a lot of research on how to structure a 110-minute distance learning session. However, there are many things that are new to me, so I'm sure there will be some things that will improve as the class progresses. This is exactly why we need to collaborate with you.
I would like to ask you to make an effort to make your learning as effective as it has been in the past during class time. Your active learning attitude is a prerequisite for distance learning. By preparing for and responding to textbooks and materials in active learning class sessions and by doing homework and reviewing after class, students will be able to achieve the same or better learning results than in face-to-face classes. Some distance classes are recorded, so you can watch them as many times as you want. The chat feature allows you to connect directly with faculty and ask questions in a relaxed manner. We hope that faculty and students will work together to bring out the positive aspects of distance learning to enhance the effectiveness of learning.
In addition, the Ministry of Education, Culture, Sports, Science and Technology (MEXT) has issued a notice requesting flexibility in terms of class hours. I would like to inform all faculty members that you have raised concerns about the reduction in total class time, and I would like to reiterate my request that we develop classes that will maintain the same educational effectiveness as in the past.
The university will do its utmost to ensure that the coronavirus pandemic does not have a negative impact on your learning, and that this experience will have a positive impact on the future of the university.
Among the questions and requests we received were statements such as, "I would like to take action from students to help the university as well”. I'm very happy to hear about the TCU-vRSA's work, and I think it's a great peer support system. I would like to work with the students to rack our brains and join forces to get through this difficult situation.
Since I became president, I have strived to communicate with the student body on each campus. Unfortunately, due to the coronavirus pandemic, I am not able to talk directly with the students right now, but I would like to resume it as soon as possible.
